Wynwood Grand EC: Why the S$18,000 Ceiling Does Not Apply

Wynwood Grand EC remains subject to the S$16,000 monthly household income ceiling. HDB states that S$18,000 applies to new EC units in projects whose land-sale tenders close on or after 24 August 2026, while sites awarded before that date retain the S$16,000 ceiling. The Woodlands Drive 17 tender tied to Wynwood Grand closed on 5 August 2025 and was awarded to CDL Divine Pte. Ltd. on 26 August 2025.

The tender date determines the applicable ceiling

The Wynwood Grand EC homepage identifies the correct CDL parcel. A later project launch date does not move an earlier land tender into the S$18,000 cohort.

Income is only one eligibility test

A household below S$16,000 is not automatically eligible. HDB also assesses the family nucleus, citizenship, age, current and recent property interests, and other application conditions. Buyers should use the financing guide for household planning without inserting an unreleased unit price.

The earlier resale framework also applies

Because the tender closed before 8 May 2026, the earlier EC framework applies: a five-year Minimum Occupation Period from TOP, resale restrictions during the first 10 years, and full privatisation after 10 years under prevailing HDB rules. This is separate from the income ceiling and does not establish a TOP date.

What has not been announced yet

The developer has not released an official price list, floor-plan set, showflat schedule or balance-unit chart. Use the price status, floor-plan status and showflat status without treating the S$16,000 ceiling as a sales or booking promise.
